Does any one know where in the bay area i can get an underage piercing/tatoo?

My friends and i are planning on getting matching piercings as a going away present for one of the girls. we all won't have parental "OKAY". so does anyone know a place in either the berkley are or san fran. that they will pierce us? (we're 15/16). Also, we wanted to get tatoos on the inside of our lip, any place that will do that for us, again no parental "okay". please&thankyou :)
