Is it really illegal to melt down pennies for their copper?

The U.S. Mint imposed a rule five years ago that makes it illegal, and potentially very unprofitable, to melt 1- and 5-cent pieces. Penalties for doing so could land culprits in jail for up to five years and subject them to fines of $10,000.
