How much would you pay for land that does not PERC?

I would like to purchase some land that ajoins to my land. The land that I want to buy does NOT perc because it is full of huge boulders and rocks. The land is .5 acre and is pretty useless. How much do you think the land is worth. The tax value is only only for 3,000
