Can someone please explain what are the best BCS bowls (e.g., is the Sugar Bowl better than Fiesta etc.)?

I'm trying to figure out how they are chosen. How come number 3 texas isn't playing number 4 Alabama? Is it just chosen randomly? Why is USC always in the rose bowl?
