I hav seen many women wearing sweater dresses with tights and knee length boots.wont they feel cold in snow?

I also feel like wearing it. I have lived all my life in tropical countries and recently shifted to upstate NY. I dont know if I can manage with freezing cold. Please help me with some tips. Thanks in advance!
