If Earthquakes, famines, wars are a specific sign of the 'last day' is it the Devil or Jehovah that causes?

In the book of Job, Satan caused hurricane force winds that killed Job's children. So yes, some power of this magnitude has been granted to him. In the book of Revelation chapter 12, it speaks of the casting out of the devil and how that would mean "woe" for the earth and the sea. And finally in the book of James it states that Jehovah doesn't try anyone with evil things.
